Under general direction, functions at a developmental level to gain practical experience and develop knowledge in conducting specialized field investigations and law enforcement activities and issues citations to violators of the motor carrier of property provisions of the Illinois Compiled Statutes which the Illinois Commerce Commission is charged with administering.
•Develops skills in inspection and enforcement techniques.Conducts routine field investigations concerning complaints filed with the Commerce Commission regarding the trucking, towing, repossession and warehousing industries.
•Prepares and submits written reports of findings to supervisor.Exercises powers of arrest with full law enforcement authority; renders assistance to Police Officers and other state/federal agencies as required in connection with Commerce Commission jurisdiction.
Issues warnings and citations for suspended, revoked or expired vehicle registrations or driver’s licenses and for other law violations in conjunction with regular duties; assists other law enforcement officers in law enforcement situations, which may present a danger to life and property, such as drunk driving or unsafe equipment.
•Collaborates with State Police or local jurisdiction when available and advisable. Develops specialized knowledge of agency, State and Federal regulatory provisions for the trucking industry.
•Performs compliance audits of motor carriers at their place of business to determine violations of the Illinois Compiled Statutes and administrative rules, including the examination of the financial data relevant to the motor carrier’s overall for-hire trucking operation.
•Makes simple interpretations and explanations of law, regulations and procedures concerning Chapter 625 ILCS 5/18a, 18c and 18d of the Illinois Vehicle Code, Chapter 225 ILCS 422/of the Collateral Recovery Act, and Chapter 240 ILCS 10/ of the Personal Property Storage Act.
Provides assistance for security and verification purposes to Commerce Commission police officers and/or the Commerce Commission staff who regulate the towing and removal of illegally parked vehicles within the northern counties under their jurisdiction (Chapter 18a of the Illinois Vehicle Code).
•Provides assistance for security for Commission meetings, when needed.
Maintain annual re-certification in firearms qualification course-of-fire, IWIN, CPR/First Aid, First Responders, HAZ-MAT and Partial L.E.A.D.S.
Performs other related duties, as required or assigned, which are reasonably within the scope of the duties enumerated above.
Requires knowledge, skill and mental development equivalent to completion of four years of college with major coursework in law enforcement, criminal justice, social sciences or a related field.
Requires one year of training and experience as a law enforcement officer, motor carrier enforcement officer or commercial transportation investigation.
Requires successful completion of the Illinois Law Enforcement Training and Standards Board (ILETSB) certified training program.
Prefers 3 or more years' experience preparing comprehensive written and oral reports.
Prefers 3 years of conducting investigations.
Prefers 3 years of issuing warning and arrest citations.
Prefers 3 years of inspections and audits.
Prefers 2 years of providing court testimony as a state’s witness.
Prefers 2 years of executing search and arrest warrants.
Required to pass a police hazardous duty physician’s medical examination.
Required to pass a psychological review.
Requires successful completion of the Illinois Peace Officer Wellness Evaluation Report (POWER) test.
Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires the possession and maintenance of an appropriate, current and valid driver’s license.
Requires completion of a background check and self-disclosure of criminal history.
Requires possession of a current Illinois Law Enforcement Training and Standards Board (ILETSB) Full-time Law Enforcement Certification or ILETSB waiver.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
