Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Newborn Screening (NBS) Data Coordinator. This position is the main point of contact for the Newborn Screening Laboratory and Follow-up Program concerning program data management, analysis and reporting, including information management capability, information technology needs, trainings and technical assistance, data quality and reporting. This includes developing, running, and maintaining data reports for the IDPH NBS program, as well as for various additional internal and external audiences, including agency web-content.

Essential Functions

• Performs data system functions and program processes (quality assessment and quality improvement): monitors NBS quality indicators, such as turn-around-time data, and other quality measures, for evaluation, reporting, and continuous quality improvement.
• Performs data quality and maintenance (data entry and cleaning), checks for data accuracy and completeness, provides correction and completion from administrative sources (IVRS, etc.), utilizes Teradata to mine birth and death data from the Enterprise Data Warehouse for various uses in our programs, database clean-up/quality assurance such as low-level abnormal cases and long term follow-up processes, monitors follow-up of babies with transfusions needing a repeat screen after 4 months, has familiarity with daily processes, in order to understand data flow and identify areas for improvement (cross trained on all disorders), updates case demographics and physicians, looks for repeats and links specimens, closes cases as appropriate.
• Performs Genetics and NBS data platform maintenance and development for program efficiency and effectiveness.
• Serves as the main point of contact for NBS Lab and Follow-up programs regarding LIMS capability, technical assistance, data quality and reporting.
• Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses I public administration, accounting, industrial relations, prelegal or personnel management.
• Requires two (2) years of professional experience in public administration, business management, or accounting.

Preferred Qualifications

• Three (3) years’ experience with public health information management and data analysis.
• Two (2) years’ experience with program assessment, quality assurance and quality improvement.
• Two (2) years’ experience with statistical analysis of large data sets (more than 100,000 records).
• Three (3) years’ experience working with the Microsoft suite of programs, including Word, Excel, and PowerPoint.
• Two (2) years’ experience working with data visualization software such as Tableau; process visualization application such as Microsoft Visio; and/or design software such as Adobe InDesign.
