This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Financial Surveillance and Examination Branch, Insurance Division.


The position is located on Oahu (Downtown Honolulu).

Duties Summary

The function of the organizational segment is to administer Chapter 431, 431K, 431L, 431M, 432, 432D, 435C, 435E, and 448D, HRS, as amended, which provides for the licensing, supervision and regulation of all insurance transacted in the state by insurance companies, general agents, subagents, and solicitors, and by non-profit corporations and associations operating as fraternal and mutual benefit societies, and Chapter 448, HRS, Prepaid Legal Services. The Financial Surveillance and Examination Branch conducts a continuing program of examinations and financial analyses of Hawaii domiciled insurance companies, agencies and mutual benefit societies, to determine financial condition, solvency and compliance with applicable laws and regulations. The branch also reviews filings, processes and collects Premium and Surplus Lines taxes, and approves applications for issuance of certificates of authority to conduct the business of insurance in Hawaii.


The duties and responsibilities of the position require considerable independent judgment and action and knowledge of the financial aspects and operations of insurance companies; ability to understand and interpret the Hawaii Revised Statutes (“HRS”) and proceedings promulgated by the National Association of Insurance Commissioners (“NAIC”) and knowledge of auditing and generally accepted accounting practices.


These duties include examination and financial analysis of the operations and practices of insurers to determine financial condition, solvency, and compliance with applicable laws and regulations; planning, organizing and processing the applications for insurance companies seeking a Certificate of Authority in Hawaii, reviewing foreign and alien filings on mergers and acquisitions, assisting in the drafting of proposed insurance legislation and the training and directing of lower positions.


Minimum Qualification Requirements

Education : Bachelor's degree from an accredited college or university with at least 12 semester credit hours in accounting and/or auditing subjects.


Excess work experience as described under the Experience category or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college curriculum leading to a baccalaureate degree may be substituted on a year- for-year basis for the required education except for the coursework in accounting and/or auditing.



General Experience : One (1) year of professional experience in accounting or auditing which required the knowledge and application of generally accepted professional accounting and/or auditing principles and practices.



Specialized Experience : Three (3) years of professional experience in accounting in the insurance field or of auditing or financial examination of insurance business operations which provided knowledge of the insurance industry organization, operations and practices; and laws, rules and regulations governing the conduct of such businesses.



Knowledge : Understanding the state laws, rules and regulations governing the conduct of the insurance business; principles and practices of accounting and auditing; insurance industry organizations, operations and practices; and financial and annual statements developed and/or approved by the NAIC.



Skills/Abilities : Conduct examinations of insurance companies; detect and analyze irregularities and deficiencies of company operations; examine, verify and reconcile various financial accounts and records; write clear and concise reports; make recommendations on findings; establish and maintain effective working relationships with others; proficient in computer software including Microsoft Word, Excel and NAIC programs.



Substitutions Allowed:
1. A bachelor’s degree from an accredited college or university with a major in accounting may be substituted for one (1) year of General Experience.
2. A master’s degree in accounting from an accredited college or university may be substituted for one (1) year of General Experience and one (1) year of the Specialized Experience.
3. A certificate designating Accredited Financial Examiner issued by the Society of Finance Examiners may be substituted for one (1) year of Specialized Experience.
4. A certificate designating Certified Financial Examiner issued by the Society of Financial Examiners may be substituted for two (2) years of Specialized Experience.
5. A Certified Public Accountant (CPA) Certificate obtained through written examination is qualifying for the Education Requirement, one (1) year of General Experience and two (2) years of Specialized

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
